Canadian Secretary of State for External Affairs Paul Martin met Mohamed el-Kony, the Permanent Representative of the United Arab Republic (Egypt) to UN. El-Kony let him know about the Egyptian and Arab resentment because of the Canadian viewpoint on the question of the withdrawal of the UNEF (United Nations Emergency Force) from the Sinai. They thought it was questioning the sovereign rights of the country. The Canadian officials, whose UNEF contingent was still in Egypt, began to look at the problem and the decision of U Thant differently.
